When Kimley-Horn set out to study what moving the Springfield courthouse would mean, the assignment did not stay simple for long. “It wasn’t just a straightforward study,” says Jessica Rossi, the planner and economist who led the work. “We really had to think creatively about that connection between a courthouse and a downtown, and not just any downtown, downtown Springfield.”
